The Council;
Noting that a mutual voluntary agreement would bring benefits to the OAM and its members
Acknowledging that such an agreement would extend only to its signatories;
1. Decides that such an agreement would be beneficial to the OAM and its members
2. Decides to agree to agree to such a voluntary agreement only in principle at this stage
3. Emphasises that such an agreement would be voluntary
4. Determines to remain seized of the matter
